Our Story: The Evolution of CTS ATLAS

At Complete Technology Solutions (CTS), our journey began with a simple vision—to improve how workforce development is managed, delivered, and experienced. Founded in 1997 by Maurice and Tina Ryman, CTS started as a one-person IT consulting firm in a modest one-room office. Today, we are proud to be a woman-owned, private-for-profit company powered by a dynamic team of dedicated workforce development professionals.

From the very beginning, Maurice, our Vice President of Workforce Development Initiatives, saw the potential to revolutionize workforce operations through smart, scalable technology. With deep roots in the workforce development space, the CTS team quickly recognized the need for an electronic document management system and a robust platform for EEO-compliant customer tracking and participant service management. Out of this critical need, the ATLAS system was born.

What began as an innovative solution for a handful of regional workforce boards has grown into a trusted platform used by customers across both metro and rural regions. CTS ATLAS has evolved into a comprehensive suite of tools designed specifically for the workforce ecosystem—developed by experts who live and breathe workforce every day.

Through our project management system, we track every feature request and development milestone, ensuring transparency, accountability, and measurable results.

Who We Serve

CTS proudly partners with ten of Florida’s twenty-four Regional Workforce Boards and continues to expand across the nation. Beyond Florida, we are actively supporting customers in Maryland, Missouri, Nebraska, California, Iowa, and Nevada. Our reach may be growing, but our approach remains personal, hands-on, and tailored to the needs of each region, each board, and each program.
